What Is the Dubai First-Time Home Buyer Programme?

The Dubai First-Time Home Buyer Programme is an initiative created to make property ownership more accessible to people buying their first home in Dubai.

Rather than being a single housing development or mortgage product, it works as a broader homeownership framework connecting eligible buyers with participating developers and financial institutions.

Once approved, a buyer receives a First-Time Home Buyer QR code, which can be used to access applicable benefits from participating partners.

The programme also supports the wider objectives of the Dubai Real Estate Strategy 2033, which includes expanding homeownership and supporting the long-term development of Dubai’s real estate sector.

Who Is Eligible?

According to Dubai Land Department, applicants must meet four main requirements.

1. You Must Be a UAE Resident

The programme is available to UAE residents of any nationality.

This means it is not restricted to Emirati citizens. Eligible expatriate residents can also apply.

2. You Must Be at Least 18 Years Old

Applicants must be 18 or older.

3. You Must Not Currently Own a Freehold Residential Property in Dubai

This is one of the most important conditions.

The programme is intended for people entering Dubai’s freehold residential ownership market for the first time.

However, owning property elsewhere does not automatically disqualify someone.

DLD specifically states that an applicant can still qualify if they own property in another emirate, provided they do not currently own a freehold residential property in Dubai.

Similarly, ownership in a non-freehold location does not automatically prevent participation.

4. The Property Must Be Valued Below AED 5 Million

The property the buyer intends to purchase through the programme must have a value of less than AED 5 million.

In simple terms, the basic eligibility framework is:

**UAE resident
+ 18 years or older

  • No existing freehold residential property in Dubai
  • Property below AED 5 million**

What Benefits Do First-Time Buyers Receive?

The programme is not simply a registration system.

Eligible participants may gain access to several advantages designed to reduce some of the financial and practical barriers associated with purchasing a first property.

Priority Access to New Property Launches

Participating developers can provide registered first-time buyers with early access to selected new launches.

In a competitive project launch, early access can give buyers more choice over factors such as:

  • unit type,
  • floor,
  • layout,
  • orientation,
  • view,
  • and price category.

DLD states that selected developers may contact eligible buyers before project launches.

Preferential Property Prices

Selected participating developers may offer preferential pricing on units allocated to programme participants.

The exact offer can vary by developer and project, so buyers should not assume that every participating property will have the same discount.

Flexible Off-Plan Payment Plans

Eligible buyers purchasing qualifying off-plan properties may also have access to flexible payment structures from participating developers.

Payment terms vary from project to project, but structured payment plans can help buyers distribute payments across the construction period instead of committing the entire purchase amount immediately.

Flexible Payment of DLD Registration Fees

The programme also includes options for more flexible payment of Dubai Land Department registration fees through eligible credit cards.
